After recognizing the flaws and lack of caring for these students in the school system, Dr. Harkins knew a change had to be made. Dr. Harkins devoted her life to the Dade County Public Schools and bettering the conditions in the schools, as well as, bettering the lives of the students.&nbsp;<br>This year a $250 scholarship will be awarded to one high school senior from the South Dade area.
